The target groups of the Internet Rights Bulgaria Foundation (IRBF) are Bulgarian not-for-profit non-governmental organisations working on social issues and similar organisations in other parts of the world that want to collaborate with them. Among these are:

 Human rights defending NGOs;
 NGOs working for gender equality;
 NGOs working with and for minorities, disabled people, socially excluded etc.
 Youth NGOs;
 Environmental organisations;
 Other rights protecting NGOs.
